WASHINGTON (Reuters) - These are tough times for the Democratic-led U.S. Congress, where partisan battles have led to little progress on big issues and have made lawmakers collectively less popular than President George W. Bush.
Congress, typically never all that popular to begin with, starts the second half of 2007 with an anemic job approval rating of about 25 percent, down from 43 percent in January, with one Gallup poll ranking lawmakers at 14 percent.
Experts attribute the woeful rankings to an inability to force a change in direction in Iraq, the priority Democrats campaigned on to gain power in both the House of Representatives and the Senate in last November's elections.
But that is not all. There has been little to show on other priorities, including a change in Social Security and other entitlement programs that will run out of money in the years ahead, in addition to overhauling a health care system that has left millions uninsured and a broken immigration policy.
"I think Americans were expecting a great deal from the new Congress, and Congress has always been held in low esteem, but Congress really hasn't delivered on what it promised, especially on Iraq," said Paul Light, a congressional expert who is a professor at New York University.
Democrats in charge of Congress insist they have made progress on several issues, like increasing the minimum hourly wage and getting money for victims of the 2005 Katrina hurricane. They blame the Republican minority for a failure on others such as immigration, greater energy independence, and on negotiation of lower-priced drugs for Medicare.
"I'm not really much for polls," said Senate Majority Leader Harry Reid of Nevada. "We're going to continue doing what we think is the right thing for the American public in spite of a White House and the Republicans who are stalling every step of the way."

Democrats drew a line in the sand over Iraq in the spring, using a $100 billion war spending bill to try to force Bush to accept a troop withdrawal date.
The effort failed miserably, with Bush finally getting what he wanted with no strings attached, and the White House saw the fractious debate as taking time away from work on other priorities.
"They've proven that they're not capable of taking on big issues," an administration official said.
Democrats beg to differ, pointing out that under their stewardship the Congress has resumed its traditional watchdog role over an administration they feel got off scot-free under Republican leadership.
"I would say in the first six months, gauging how things operate here from the majority, that we had some important work to do," said House Speaker Nancy Pelosi of California. "We had to drain the swamp. We had to create the oversight."
With American patience running thin over the Iraq war and casualties rising, Democrats may eventually force a change in direction in the unpopular war, an effort being renewed this week on Capitol Hill.
The Iraq situation has so infuriated the Democratic left that Cindy Sheehan, the California liberal who began a long protest against Bush after her soldier son Casey was killed in Iraq, is talking about running against Pelosi in 2008.

Hi,
I am planning to apply for Alberta Nomination Program under NOC (Manufacturing and Industrial Engineers). Does anybody has any experience with this NOC. Also, I need to know how does this process work. I apply for ANP and when I need to move I apply for jobs and then I get work permit...right ? Then if I need to get a TN visa to come back to usa how do I do that. I have a house in chicago, so wondering if renting that out could be an option for me when I immigrate to alberta so that when I need I can come to chicago. I am in my 5th year of H1B and with the current scenario my present company is not going to start my GC (it stopped because of layoffs in the company).

I am currently working for Company A and have an approved I-140 with Company B, PD May 2004, EB2 category.
Company B applied from my H1- transfer last week, not under PERM though.
I do not yet have the receipt number of the H1 transfer and it may take 2 to 3 months for the actual H1 transfer to happen.
With the PD current, I have the following questions
1> Do I have to wait for the actual H1-transfer to finish before filling my I-485 or is it OK to start the I-485 with a receipt #?
My guess is the I-485 is an adjustment of status and since GC processing by an employer is for future employement it should'nt even matter if I am an employee when filling I-485 with the employer.
Can some experts/ senior members comment and throw some light on the matter.

Here is my situation
1. I was working from company A , I got offer from compnay B.
2. Company B applied for the H1B transfer which got approved.
3. Compnay B asked me to join on some particular date, because of some professional and personal reason I gave them the diffrent date but they told me either join on that particular date or do not join. Unfortuanaly I did not join.
4. Company B sent letter to USCIS for cacelling H1B visa. I never worked for company B
5. Company A applied for H1B extension a desi compnay they get huge money on me.
My question is theat I am working for A right now whether I am in valid status or not. I have EAD also.

I am on 7th year of H1B with approved 140. 485 not filed yet.
My company is starting layoff and I am afraid I will be hit. If I switch to H4 after being laid off and found a new employer in future, is that possible to switch back to H1B without having to leave the country for a full year?
My current H1B was a three year extension based on approved 140, but I don't know if I will lose the benefit of AC21 and cannot change back to H1B once I switch to H4 since my 6 years have been used up already.

Hello,
There are lots of articles/news around this issue, but so far these have been exceptions than rule ... I myself entered US through a completely different airport than where I'm employed (on H-1B) and didn't have any issue.

I received my EAD today, but my I-140/I-485 are pending. Is the EAD of any use right now? I think I have to wait for the I-140 to be approved before changing jobs, right?

My current H1 is valid for 8 more months and I will have 1 more year after that to finish my initial 6 years, that gives me about 1 year 8 months before I exhaust the 6 year limit.
My question is if I change jobs and an H1 transfer is requested right now....will the transferrred H1 be valid for only 8 months ? or will I get a new I797 with 20 months validity? Help if some one knowledgeable about the issue would comment

If you can wait for AP to get approved that would be a better choice. When did you applied for AP? I know couple of my friends whose AP got approved with in a month. It all depends on case to case. Don't take it granted as 2-3 month.
